FITZWEST FORUM AGM
Thank you to everyone who attended our very successful AGM last Wednesday 26th June at the Sainsbury Wellcome Centre on Howland Street – we appreciated you choosing to spend a gloriously hot evening with us rather than in the park! You can read the full minutes of the meeting here.
As well as all the usual business of the AGM, we had several interesting presentations. These included an update from Jordan Scammell from the Soho Poly Theatre about their development plans and how the CIL funding has been spent. You can have a look at the presentation here.
Lee Lyons from The Fitzrovia Partnership and Lucy Mitchell from the New West End Company discussed how they are dealing with issues of crime and anti-social behaviour in Fitzrovia. Councillor Patrick Lilley also shared some of the complex challenges the police are facing and how they are working to deal with it. Greening and outdoor space is always a very popular issue for our members and Mark Gazaleh told us about tree planting and plans for future greening in the area. Consultation – Chance to have your say
The Fitzrovia Partnership is co-designing a sustainability strategy and action plan for the area and has been engaging the community on its environmental, social and economic priorities to make Fitzrovia a better place to live, work and visit for all.
There was an exhibition and consultation about this at the AGM and residents and businesses gave their opinions. Join The Fitzrovia Partnership for its final sustainability strategy co-creation session on 10th July at 12.30pm.
This session will include a wrap-up of insights gained during the recent sustainability drop-in sessions and survey, including feedback from local residents and businesses on how they would like to see better social and environmental value delivered in the area. The session will also provide an opportunity to provide final feedback on our Sustainability Strategy and Action Plan.

CIL-funded planters revamped
After the successful installation of planters on New Cavendish Street, Hanson Street, Great Titchfield Street and Gosfield Street last year, it was time for a spruce up with some summer colour. We were lucky to have our team of green-fingered volunteers ready to help and the results are stunning. Our volunteers also share out the watering of all the planters.
We will need some more help over the summer to keep the planters watered so if you would like to be involved please drop us an email on info@fitzwest.org or talk to one of the Executive at the AGM.
Great Titchfield Street Planning
New Planters Arrive in Fitzrovia
We are delighted to announce that the long talked about and frequently delayed planters have finally been installed on Hanson street, Great Titchfield Street, and Gosfield Street at the junctions with New Cavendish Street.
These planters are funded by Neighbourhood CIL and the Tesco Bags of Help scheme.
Rebecca Heard of Fine Line Garden Design has done a wonderful job of sourcing hardy and attractive British plants and creating a very appealing planting design. It is designed to look great now, but also to grow and fill in as the months go by.
Lots of volunteers worked hard to get the planting done – including planting lots of bulbs which will come up in the spring. We are very conscious that maintenance of these planters is incredibly important to keep them looking as good as they do now and we have a whole roster of volunteers who are watering , clearing rubbish that might appear and doing any other maintenance.
Children from All Souls School will be helping as well and it’s great to see all ages keen to be involved. If you would like to help out and volunteer, then please do email us: info@fitzwest.org
The various locations for the planters were chosen after a public consultation. They needed to be in places where there was space away from utilities and that didn’t get in the way of passersby. It was also hoped they will serve an additional purpose of discouraging on-street dumping. We are aware this may take a little while to settle in but hope that residents and businesses will help by only putting their rubbish out at the time and in the place stipulated by WCC. Westminster announce changes to traffic flows at Oxford Circus as part of the Oxford Street Project
Waste Action Squad this Weekend in Fitzrovia
Rubbish dumping and problems with waste are big problems for us all in Fitzrovia – and are certainly issues that come up with regularity at all of our meetings.
So we are pleased to share with you some of the steps that are being taken by Westminster Council to deal with this issue.
Here is a communication from Rob McCrae, the Senior City Inspector at Westminster Council about what is happening this week:
“I would like to update you on the upcoming plans for a Waste Action Squad to tackle the challenge of dumped waste and littering. The Waste Action Squad will be a multi-agency team working with the community to identify effective solutions to address dumping hotspots through a trial programme, across Westminster.
This will start on Monday 24th October 2022 with a week of action focused on hotspots within the Fitzrovia ward area.
The key objectives for the team are:
- To provide a highly visible operation that shows this is an area of focus and that we are acting against persistent problems.
- To engage residents in a meaningful conversation about waste problems in their neighbourhood. To gather insight into how these could be tackled together and educate on the best ways of disposing of their waste to keep their streets clean and tidy.
- To create an action plan following the engagement to tackle these issues.
Below is a timeline for the week of engagement, the Waste Action Squad will be available at various different times on different days throughout the week, from 11am through to 9pm around the area providing education and enforcement on street and engaging with our residents and businesses.”

AGM 2022
The Fitzwest Forum AGM last week was a great chance to hear about ongoing and future projects funded by the Community Infrastructure Levy (CIL) and to hear Councillor Paul Dimoldenberg speaking about the Fitzrovia environment and how the Council are dealing with environmental issues.

For those who couldn’t attend or didn’t get a chance to leave their ideas, we would very much like to hear from you. These further ideas will be added to the suggestions from the AGM and the public meeting earlier in the year.
Ideas for funding should align to the Fitzwest Neighbourhood Plan and the recently amended priorities of Westminster Council which are:
- Affordable housing (enabling)
- Green transition
- Sustainable and active travel
- Community facilities
- Accessible and inclusive public spaces

Public Meeting - Improving Fitzrovia
Tuesday 15th February 2022 – Fitzrovia Community Centre, Foley Street – 6pm
All residents, businesses and community groups in Fitzrovia West are invited to come along and share ideas for projects that will improve the infrastructure of Fitzrovia. We will collect all the suggestions together and then a selection will be put forward for funding application from the Community Infrastructure Levy (CIL). There will be more information about CIL at the meeting. To give you an idea, here are the kind of projects that have been funded by CIL in other areas:
- Prevention of crime and anti-social behaviour, such as CCTV installations;
- Public Realm enhancements;
- Transport/highways, such as junction improvements to improve pedestrian safety, electric charging rollout, cycle docking stations, bridge refurbishment /corrosion protection;
- Open Spaces, such as WCC parks, landscaping and play facilities and upgrades;
- Health facilities;
- Sports & Leisure facilities;
- Utilities/Waste, e.g. deep drainage improvements, Street Markets utilities and improvements.
- Feasibility studies and research to enable the identification of eligible infrastructure projects.

Greening Project for Fitzwest – Please complete consultation survey
After consulting previously with residents and businesses, we identified various locations which either have a lot of pavement space or are prone to rubbish dumping – or both! The idea is to position planters in these locations to brighten up and green our streets – but also we hope to deter dumping. We have funding that we successfully applied for from Tesco. The disruption of Covid has meant all plans were put on hold, but now we are keen to use the money to improve the area. Please let us know your thoughts.
Westminster Council have agreed in principle to the locations, so this is about making sure that residents and businesses know what is going on and have had a chance to have their say. Can you help? We are also looking for anyone who would be able to help maintain the planters, e.g. by watering, particularly in the summer.
We are very much hoping that this will lead to further greening projects as there have been many locations suggested by residents and businesses.

REFERENDUM RESULTS - FITZROVIA WEST VOTES YES
We are delighted to announce that following the referendum on Thursday 2nd September a majority of residents and businesses in the area have voted YES to the question:
“Do you want Westminster City Council to use the Neighbourhood Plan for Fitzrovia West to help it decide planning applications in the neighbourhood area?”
This means the Fitzrovia West Neighbourhood Plan has been adopted.

If the majority vote in favour, the plan becomes an important statutory document which the Council has to take into account when considering planning applications. More Greening and less Rubbish Dumping?
We want your ideas
The problem of on-street rubbish dumping and the need for more greenery are frequently mentioned by our members as important issues for all of us living and working in Fitzrovia.
The FitzWest Forum has supported various schemes to improve waste collection and deal with fly tipping. There is still a lot of progress to be made in this area and discussions are on going with Westminster Council on ways to deal with this.
One way to combat dumping is by improving the street scape – and a relatively quick way to do this is by planting and greening. The hope is that this will both deter dumping and also bring some much needed greenery into the area. We are planning to apply for funding from the Community Infrastructure Levy (CIL) which is a levy that local authorities can choose to charge on new developments in their area. The money is used to support development by funding infrastructure that the council, local community and neighbourhoods want.
We are very keen to for our members to suggest where potential planting could take place. With the help of the wider membership last year, we had previously identified various ‘dumping hot spots’ which you can see on the map. We have two questions for you.
- Which of these do you think would be best suited for adding planters and greening?
- Are there any other places you would suggest? Several sites have been identified in the central area of FitzWest – but what about the North and South?

New Bike Hangars in Fitzrovia
Sixty-Four new hangars have been installed across Westminster and are now available for applications for an allocated space.
The council are allocating them to people who have applied and are on the waiting list.
Fitzrovia have two new ones on Great Titchfield Street and one each on the corners of Clipstone Street and Carburton Street and Great Titchfield Street
Contact cycling@westminster.gov.uk to go on the waiting list.
If you miss out on a space during this offering, then the Council advise that Westminster plans to install a further batch of cycle hangars later in 2021 if sites can be identified and there is continuing demand for them.
Have your say on Planning and Licensing applications
Your chance to be involved
We want an opportunity for the wider membership of the FitzWest Forum to have an input into the Council decisions around planning and licensing and we are aware it is difficult for residents and businesses to keep track of the many applications that affect Fitzrovia.
So we are creating a small committee of local residents to keep an eye on applications and draw attention to ones that are important. The committee will meet every 4-6 weeks, currently by Zoom, and discusses the implications of various applications. It’s an opportunity to have a real input and affect on Council decisions, and great for people who don’t have a lot of time but want to be involved. This committee will then influence and shape the response of the Forum to the applications.

ANNUAL GENERAL MEETING - 17TH SEPTEMBER, 2020
Thank you to everyone who attended the FitzWest Forum AGM on 17th September 2020, because of the current restrictions, we held this meeting via Zoom and it was well attended.
Gwilym Harbottle, who was chairing the meeting, reported on the re-designation of the Forum and of various greening projects the Forum has been supporting.
Nicholas Bailey gave an update on the Neighbourhood Plan including the new delayed time scale owing to Covid restrictions. We are currently waiting to hear the feedback from the independent examiner.

Have your say – Secure Bike Storage
The results of the bicycle storage consultation by Westminster Council are now available.

As well as the existing bike hangar in Bolsover Street, there are now plans for 3 bike hangars in the Clipstone/Great Titchfield Street area and 1 in Clipstone Street, (all Marylebone High Street Ward).
We have suggested to WCC that there may well be demand for secure bike storage in West End Ward area of FitzWest e.g. Riding House Street, Langham Street, Hanson Street and Gosfield Street. The council is seeking an indication of the level of demand from bicycle owners. Apparently WCC identify suitable locations first and then consult residents within a 25 metre radius. So if you live on one of these roads, or anywhere else in the area that you think would benefit from secure bicycle storage then email your request to the Council: cycling@westminster.gov.uk
ALFRESCO DINING SCHEME EXTENSION
Westminster Council initiated the alfresco dining scheme through the summer period, but are now asking for proposals from businesses in specific areas who wish to continue further, up to March 2021. Local hospitality businesses in Great Titchfield Street and Langham Street are seeking support for a continuation of the existing arrangements for outdoor dining (a) until March 2021 and (b) permanently thereafter.
The FitzWest Forum Executive agreed we should support a continuation of the present arrangements until the end of March 2021 provided that (i) activities should cease by 10pm; (ii) no audible music outside the premises; (iii) business owners should be asked to work on the design of their spaces.
WCC are keen to hear from residents, community groups and businesses so if you support the scheme or have any feedback then write to the Council at movementstrategy@westminster.gov.uk They are looking for feedback as soon as possible.
Great Portland Street Post Office to remain a 'Crown' Branch
It was announced earlier this month that the post office on Great Portland Street will not be franchised and will remain a ‘crown’ branch for the time being. The FitzWest Forum Executive welcomed this at the last meeting as it means all the services that local residents and businesses rely on will still be available.

HAVE YOUR SAY ON THE FITZWEST NEIGHBOURHOOD PLAN
The Forum has submitted revised documentation on the FitzWest Plan and Westminster City Council has arranged a 10-week consultation period from 26th May to 4th August 2020. We encourage all residents and businesses based in the area to read the Plan and submit their comments to the Council by the closing date.
The Plan’s main objectives are to integrate new development into the heritage of the area, create more affordable housing, support small shops and businesses, improve the environment and particularly air quality, promote greening through tree planting, green roofs and creating healthy streets by encouraging walking and cycling.

After this consultation stage, an Examiner appointed by the Council will review all the evidence and recommend any further changes to the Plan. A referendum will follow for both residents on the electoral roll and business rate payers.
